How regulatory checks and customs support actually work
1. Product compliance
Can it be imported?
We check whether the importing country allows the product in from the exporting country, including plant quarantine and animal quarantine.
Ingredients
From the ingredient list, we check on paper whether the raw materials and additives meet the importing country standards.
Product standards
We confirm product standards (microbiology, chemistry, and others) and the test methods for each standard.
Where needed, we can also run tests using the importing country methods.
2. Food labelling
Labels in the importing-country language
Label formats differ by country. We draft the mandatory black-and-white label (the equivalent of Japan collective labelling) in the local language so it meets local law and standards.
Translation of the Japanese label
Some countries require a translation of the Japanese label at customs. We can prepare not only the translation, but also an explanation of where the local label and the Japanese label differ.
Nutrition analysis, arranged for you
Mandatory nutrition items differ by country. We can arrange the nutrition analysis the importing country requires.
3. Facility registration
[China] Overseas manufacturer registration for food exported to China
Food exported to mainland China generally requires registration of the overseas company that manufactures, processes, or stores it (food additives and food-related products are excluded). The system took effect in 2022 under GACC Decree No. 248. Amended Decree No. 280, published in 2025, takes effect in June 2026. WORSO confirms the registration route for each product, prepares the application, handles the filing, and responds to questions from the Chinese authorities so exports can start smoothly.
[United States] FDA food facility registration
Overseas facilities that manufacture, process, pack, or hold food for the United States generally must register with the FDA. The system began in 2003. The Food Safety Modernization Act of 2011 made biennial renewal mandatory, in October to December of even-numbered years. WORSO supports the decision on whether registration is required, new registration, updates, and biennial renewal.
[United States] TTB applications for alcoholic beverages
Exporting alcohol to the United States requires the U.S. importer TTB permit, and depending on the product, label approval (COLA) or formula review. WORSO checks the requirements for each product and, with the U.S. importer, supports label review, document preparation, and the application.
4. Certificates
We can explain how to obtain the certificates customs requires, or obtain them on your behalf.
[Japan] Health certificates for food exported to Japan
For foods that need an exporting-country health certificate on entry into Japan, such as designated plants or meat and meat products, we confirm the requirements by product and country of origin. Working with the local manufacturer and the relevant authorities, WORSO prepares the information and documents for the application and checks what the certificate says.
[China] Certificates of origin for export to China, including filing by proxy
We confirm the certificates needed to export food to China, and support certificates of origin issued by a chamber of commerce or, for radionuclide rules, by the Ministry of Agriculture, Forestry and Fisheries. WORSO checks the documents, prepares the application, and can file it under a power of attorney.
5. Customs clearance for food
Food customs covers ingredients and additives, labelling, inspection and quarantine, and the required documents. WORSO works with a local customs broker in the importing country, finds the risks before shipment, and lines up what must be done. From document preparation through questions on the ground, we reduce the risk of a hold or a return and support a smooth clearance.
6. Support in the importing country
[Japan] Monitoring and on-site inspections for food importers
After imported food is on the market, local governments still carry out on-site checks, product tests, and reviews of self-management. WORSO reviews import notifications, test reports, labelling, storage, and the procedure for when an incident happens. From preparing documents for an inspection through correcting what was pointed out, we support the importer ongoing hygiene control.
